Jobing Description
Responsible for a variety of duties relating to the administration and operation of the Risk Management Department and the supervision of the department’s staff. Ensures adherence to collections policies, procedures, fraud, state, and federal laws and regulations. Monitors and analyzes economic conditions affecting the risk management department and recommend appropriate action.

Scope:
Direct Reports 4-6
Indirect Reports 43-47

Responsible for the collection of $1.6 billion dollar portfolio and all fraud and loss prevention of a $2.1 billion dollar credit union.


Key Areas of Responsibility:
  • Responsible for the control of delinquency and loan loss for all CU products. Additionally responsible for the Fraud, Loss Prevention, Insurance and Recovery functions
  • Provide Leadership, Strategic Planning and Goal Setting for the department.
  • Supervises and monitors the collection of all loans, monitors quality control, and handles non-routine matters that arise.
  • Establishes departmental due diligence standards.
  • Establishes and maintains effective collection procedures on those loan accounts that are late and potentially delinquent, and charges them to the reserve.
  • Reviews accounts assigned to collectors where action beyond routine collection procedures must be approved.
  • Reviews all billings from attorneys retained for collection work.
  • Authorizes legal proceedings.
  • Continually reevaluates polices and procedures to improve efficiencies.
  • Reviews all accounts that are to be written off as uncollectible and prepares reports.
  • Establishes and maintains effective employee relations.
  • Prepares, implements, and supervises the budget for the department that is consistent with the overall strategic plan and budget of the credit union.
  • Develops, applies, and evaluates policies and procedures for the department.
  • Evaluates the job performance of subordinates to ensure quality work and service to members.
  • Maintains up-to-date knowledge of general economic conditions that may affect the credit union's Risk Management Department.
  • Ability to maintain relationships with internal members of CU management team as well as external vendors.
  • Strong communication and negotiation skills needed.
  • Administers departmental incentive plan.
  • Must demonstrate a functional knowledge of the Bank Secrecy Act in addition to other Federal laws, including but not limited to: U.S. Patriot Act, Office of Foreign Assets & Control, Anti-Money Laundering, Right to Financial Privacy Act, and the Bank Bribery Act.

  • Skills / Requirements

    Educational Requirements: Bachelor's degree obtained through a formal 4 year program at an accredited educational facility; may be waived with equivalent experience.

    Previous Experience Needed: 5-10 years related experience.

    Language: Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquires or complaints. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or board of directors.

    Mathematical Skills: Ability to apply mathematical concepts to such tasks as analysis of variance and factor analysis.

    Problem Solving: Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies, and procedures, in combination. Analytical ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts. Problems typically require significant analysis and judgment.

    Reasoning Ability: Ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Ability to deal with a variety of abstract and concrete variables.

    Effect of Decisions: Decisions typically can affect several departments or functional areas.

    Computer Skills: Advanced knowledge of MS Office Suite including Excel and Word as well as web based products.
